
Phase I Environmental Site Assessment
Location: Fairfax and Arlington Counties, VA
Client/Owner: Fluor Corporation/Virginia Department of Transportation
Description: G&O, as part of a team of consultants working for Fluor Corporation, provided Right-of-Way (ROW) and environmental services for the Capital Beltway (I-495) High Occupancy Toll (HOT) Lanes project. I-495 HOT Lanes is a Public-Private Transportation Act project, which allows private entities to enter into agreements to construct, improve, maintain, and operate transportation facilities.
Significant Facts:
- Adjacent and abutting properties include developed and undeveloped residential and commercial properties, as well as park land and utility easements.
- The study focused on the right-of-way, the approximately 135 abutting properties, and numerous adjacent properties judged to have potential contamination issues that could impact the subject property.
- In addition to adjacent properties, properties that currently or historically have Underground Storage Tanks, Aboveground Storage Tanks, reported leaks from storage tanks, or are hazardous waste generators were identified and assessed.


Project Services: G&O completed a Phase I Environmental Site Assessment for a 14-mile stretch of the project. The project area included I-495 and all adjacent parcels that were included in the Limit of Disturbance for the project. This study consisted of a records review of historical and regulatory information and a site inspection to identify potential recognized environmental conditions associated with the property.
