A U. S. Army Corps of Engineers officer with 25 years of service prior to his retirement, Mr. Boruch's tours of duty included the Far East, Baltimore and Jacksonville Engineer Districts, and a tour as the Deputy Chief of the Environmental Restoration Division, Headquarters, U.S. Army Corps of Engineers, Washington, DC. Mr. Boruch holds a B.A. degree from St. John University in Environmental Studies and a M.P.A. from Golden Gate University in Public Administration. He has also earned several diplomas from the U.S. Army Command and General Staff College, and the U.S. Army Engineer School. He is affiliated with the Society of American Military Engineers and the Project Management Institute.
