GREENBELT, MD – April 29, 2005 – Greenhorne & O'Mara, Inc. (G&O), engineering consulting firm, announces the promotion of Joseph T. Skinner, P.E., to the position of Regional Vice President, Southeast General Civil Services, an area encompassing North Carolina, South Carolina, Georgia, and Florida. Mr. Skinner will continue to manage the operations of G&O's growing Raleigh, North Carolina regional office, which provides services in the areas of private/public land development, federal and municipal programs, transportation, water and environmental services, and surveying.

Therefore, Joe is a natural choice to direct the expansion of G&O's civil engineering services in the Southeast U.S. He has over 30 years experience in all areas of engineering services offered by G&O, and has the leadership skills that have motivated and inspired excellence in his G&O team," said John J. Mr. Skinner, who has a total of 13 years with G&O, is a registered Professional Engineer in seven states. He earned a B.S. in Civil Engineering at West Virginia University and is an active member of the Society of American Military Engineers and the American Council of Consulting Engineers–North Carolina.
